The city of Roache, the only city on the Island of Scelus, has fallen into total disarray. Few peoples of the Atrian mainland dare to venture to the city for fear of dangers that may await them. Those whom do consider themselves citizens of Roache are all criminals in their own right; thieving bankers, healers of the wicked, corrupt bounty hunters and so forth.
Roache openly welcomes murderers into the township; they promise immunity from the consequences that bounty hunters would wish to leash upon them. The only other known regions of the world to allow such behavior are aligned to evil creatures such as orcs, the undead, the Drow and bands of pirates.
- All who enter Roache are immediately considered criminals whilst within the city limits.
- Bounty hunters may not obtain severed heads from murderers within the city.
